State of Emergency should be a familiar game to most folks. It’s a beat-’em-up in the most classic sense, and it plays like any one of these old greats, Double Dragon, Smash TV, Goldeneye Axe, Final Fight, Streets of Rage, Dungeons and Dragons, what have you. But it’s far more of an experience than any of those games ever was. State of Emergency expands on the classic game concept in terms of sheer action, with regard to technology, and in the arena of unexplored societal issues. It’s a pure rush of action unlike any game I’ve played before.

Story of the game

The story is important, but in the end it’s really quite secondary. You are part of an activist group that wants to stick it to the man, which in this case is Americorp, a controlling, monopolistic corporation that tries to clamp down on the violence you get to create. The goals in most of the missions are to destroy as much as possible. And with hundreds of characters on screen simultaneously and weapons sitting around all, additional goals, although not directly implied, are to wipeout people, too. In one special unlockable mode, called Last Man Standing, challenges gamers to slaughter everyone on screen within a time limit. All moral implications aside, it’s brilliant. When I first played it, I was a little overwhelmed by all of the people on screen at once. The level of activity onscreen is unprecedented in a videogame, and it’s stunning the first time you play it. I felt as if a flood of people were streaming past me, sort of like being on a packed Japanese train in the morning when it first lets people off. People are running by you in ever direction, some carrying stolen TVs, VCRs, beer kegs, while others are carrying stereos and other stolen goods. Armed Americorp guards roam the street like police, and there are fights, theft, and all sorts of destruction happening every second. Like I said, it’s a pure adrenaline rush that’s not rivaled in any other game.

Missions

The missions are ordinary, but when you realize what you’re doing, they’re quite a naughty thrill. Killing enemy gang members, smashing as many store fronts as possible, taking out Americorp cops, etc., it’s all there. It’s wild. And you can destroy things in many ways. With five characters, two of which players begin with, and three who are unlockable, and 15 weapons, players get to get wild in as many as four major environments (The Mall, Chinatown, East Side, and Corporation Headquarters). The weapons are awesome in their level of destruction. Players can use a Molotov Cocktail, grenade launcher, Uzi, flamethrower, grenades, 9 mm handgun, rocket launcher, mace, minigun, AK-47, M16, tazer, tear gas, pepper spray, and a shotgun. The handguns and single fire weapons are just for starters. It’s the big guns, the minigun, flame thrower, rocket launcher, and the Uzi that will really get you points and make you smile.

IGN Review

Heh heh heh…Rockstar amuses me. Each time I look their way, I see the New York, NY-based company’s growing tendency to create games that reflect an urban, chaotic, perhaps even violent, nature. Every time I turn back, a newer, grittier, more violent game comes screaming out of their development houses. When I think about the many ways in which I can incite violence in the upcoming Grand Theft Auto 3, it makes me chuckle, but this, this might be a little bit out of control. State of Emergency is Rockstar’s newest creation, and it is indeed out of control, it’s devised as such. The game is called State of Emergency, for Christ’s sake. It’s entire raison d’¿tre is to cause mayhem, chaos, and riots. You are actually meant to riot — as the core element of gameplay. It is neither Pokemon nor Mario, kids. And it’s unlikely you’ll ever play this on your Nintendo system of choice. No, this is not kid’s stuff.
