Although the quality of the cards themselves is somewhat disappointing, the illustrations that adorn them are anything but. Plucked from the comic book pages, you can tell that Mikael Lyck’s passion for the source material runs deep as every single card depicts events and characters that perfectly match the narrative beat that unfolds over the course of the game. Unfortunately, this is where The Phantom stumbles and falls hard. I do not expect every Beat ’em up to be as good as Streets of Rage 4. But if your game’s mechanics aren’t as solid as Streets of Rage 2, a game that came out 32 years ago, then there’s just no defending it. What started as a basic but enjoyable arcade game soon turned into a wild mess of bugs and frustration. That isn’t to downplay Art of Play’s efforts, but more to set expectations as The Phantom’s budgetary limitations are highlighted in the gameplay, which lacks a bit of oomph and satisfaction. The enemies come in a variety of sizes with different skills/patterns which the player would do well to observe in order to progress. The giant brute character was particularly nasty. However, The Phantom has a range of different actions to deal out punishment to these roughnecks. As I played, I tried to keep my actions restrained to the Phantom’s punches and kicks, whereas my son went the quicker, more deadly approach and shot as many people as he could.
